Case Analysis and Implications of the Sharing Economy in the Overseas Power Sector 해외 전력분야 공유경제의 사례 분석과 시사점

Abstract

To boost the sharing economy in the electric power sector, we need to lay the foundation for the energy prosumer to participate and trade in the market through the development of profitable business models and support systems. However, under the current Electricity Business Act, an energy prosumer can sell electricity only through small generation aggregators in the small-scale electricity trading market. Therefore, it is necessary to explore ways to foster the energy prosumer by combining various business models based on the small generation aggregator business. Additionally, it is necessary to allow power transactions between neighbors in phases to revive the purpose of the sharing economy. Specific measures to this end include promotion of linkage with smart city development projects, development of new business models, linkage with large-scale renewable energy projects at the local level, deregulation, and institutional improvement.

전력분야의 공유경제를 활성화하기 위해서는 수익성이 보장되는 비즈니스 모델 개발, 지원 제도 마련 등을 통해 에너지 프로슈머가 시장에 참여하고 거래할 수 있는 기반을 마련해야 한다. 현행 전기사업법에서는 소규모 전력중개시장을 통한 전력거래만이 허용되고 있다. 따라서 전력중개사업 기반 위에서 다양한 비즈니스 모델을 접목함으로써 에너지 프로슈머를 육성하는 방안을 모색해야 한다. 동시에 단계적으로는 이웃 간 전력거래를 허용하여 공유경제의 취지를 되살리는 것이 요구된다. 이를 위한 구체적인 방안으로 스마트시티 개발사업과 연계 추진, 새로운 비즈니스 모델 개발, 지역 단위의 대규모 재생에너지 프로젝트와 연계, 규제 완화 및 제도 개선 등을 들 수 있다.
