Trend Analysis of the Strategy and Implementation of Natural Resources Development in Technological Innovation

Abstract

This study investigates the current state of the strategy and implementation program of basic governmental plans for natural resources development. In particular, the adequacy of the present follow-up R&D action plans were analyzed with respect to technological innovation. An additional program, tentatively named the ‘Strategy of Natural Gas (LNG) & Critical Minerals’, must be formulated as an important security issue in the government’s basic plans. According to the analysis of technological innovation in the mining sector by world patent statistics over the past 25 years, Korea has remained in the lower rank relative to the world average and other industries. Considering an environment in which the strategy of natural resources changes to be the national security and the competitive system of technological innovation is accelerating, sustainable R&D investment for technological innovation and expert training in the sector of natural resources is inevitable and urgent.

본 연구에서는 최근 수립된 자원관련분야 정부 기본계획들에 대하여 전략과 이행 프로그램들의 현황과 연계성을 조사하고, 특히 기술혁신 측면에서 R&D 실행계획의 적정성을 분석하였다. 현재 자원개발분야의 정부 계획들은 세부 영역별로 개별 수립되어 왔고 올해에 일부 합쳐진 계획이 수립되고는 있는데, 앞으로 영역 전체가 통합된 자원개발분야 기본계획이 바람직할 것이다. 자원개발분야의 중요한 안보 이슈인 천연가스 ․ LNG 및 긴요광물(critical minerals)에 대한 국가 전략으로 가칭 ‘천연가스 ․ LNG 전략’, ‘긴요광물(critical minerals) 전략’과 같은 독립적 투자 이행 프로그램이 마련되어야 할 것이다. 지난 25년간의 세계 특허 통계에 의한 자원개발분야 기술혁신지수(RSI)에서 한국은 하위권 수준으로 나타났다. 자원개발이 국가 안보 전략으로 방향 전환이 되고 세계적으로 기술혁신 경쟁체제가 심화되는 환경에서, 기술혁신 및 인력양성을 위한 지속가능한 R&D 투자가 있어야 할 것이다.
