Abstract

In May 2020, the Korean Government announced the 6^th National Program for Overseas Resources Development (2020 - 2029) corresponding with changes in the international resources market environment and domestic industrial conditions. The policy goal of the plan is to “realize strong resources security.” The main driving strategy for its realization also specifies a “policy shift from resource development-centric to resource security.” In this study, the main directions and tasks of the basic plan were examined and differentiation and problems were derived from the existing basic plans.

정부는 국제 자원시장 환경과 국내 산업여건의 변화에 맞추어 2020년 5월 “제6차 해외자원개발 기본계획(2020~2029)”을 확정 발표하였다. 금번 계획의 특징은 자원안보의 중요성이 크게 강조되었다는 점이다. 이는 본 계획의 정책목표가 “굳건한 자원안보의 실현”으로 설정된 점 그리고 이의 실현을 위한 주요 추진 전략에서도 “자원개발 중심에서 자원안보로의 정책 전환”을 명시한 점에서도 확인할 수 있다. 본 연구에서는 기본계획의 주요 방향과 추진과제를 살펴보고 기존 기본계획과의 차별성과 문제점을 도출하였다.
