1. The review and acceptance of submitted manuscripts shall be governed by these Guidelines.
2. In principle, each manuscript shall be reviewed by two or more reviewers. Reviewers shall be appointed by the Editor-in-Chief upon recommendation by the editor responsible for managing the review process of the manuscript, hereinafter referred to as the “Handling Editor,” and their identities shall not be disclosed. However, if reviewer decisions conflict or if it is difficult to determine whether the manuscript should be accepted for publication, the Editor-in-Chief may appoint an additional reviewer. In selecting reviewers, reviewers from the same institution as the authors shall, in principle, be excluded. A person who has a conflict of interest that may affect the fairness of the review shall not be appointed as a reviewer.
3. Review decisions shall be classified as “Accept,” “Accept after Revision,” “Re-review after Revision,” or “Reject.”
(1) A manuscript judged as “Accept” shall be accepted without revision.
(2) A manuscript judged as “Accept after Revision” shall be accepted after the author revises the manuscript in accordance with the reviewers’ comments and the Handling Editor and the Editor-in-Chief confirm the revisions.
(3) A manuscript judged as “Re-review after Revision” shall be re-reviewed by the relevant reviewer after the author revises the manuscript in accordance with the reviewer’s comments. However, if reviewer decisions conflict or if it is difficult to determine whether the manuscript should be accepted for publication, the Editor-in-Chief may proceed with an additional review or refer the matter to the Editorial Board for deliberation.
4. Review comments shall be communicated only to the authors and shall not be disclosed publicly.
5. If a reviewer determines that a manuscript has originality but falls under any of the following categories, the reviewer may judge it as “Accept after Revision” or “Re-review after Revision” and may specifically indicate the matters that require revision or supplementation.
(1) The description of the content is unclear.
(2) The presentation or explanation of figures and tables is insufficient, unclear, or inconsistent.
(3) Unnecessary content needs to be deleted, revised, or supplemented.
6. If a reviewer determines that a manuscript falls under any of the following categories, the reviewer shall judge it as “Reject” and shall specifically state the reasons in the review comments.
(1) The manuscript lacks clear originality.
(2) The research results of the manuscript do not differ substantially from previously published research results.
(3) The manuscript is otherwise deemed unsuitable for publication in this journal.
7. The editorial staff designated by the Editor-in-Chief may conduct a preliminary review of submitted manuscripts, including manuscript format, required documents, similarity check results, and compliance with the Instructions for Authors. If supplementation is required, the editorial staff may request the author to revise or supplement the submission. Manuscripts deemed to comply with the Instructions for Authors after preliminary review and supplementation shall be formally received. However, if the Editor-in-Chief determines that a manuscript does not comply with the Instructions for Authors of the Society, the manuscript may not be accepted for review. The subject area of a received manuscript shall be assigned by giving primary consideration to the subject area selected by the author. However, if the subject area selected by the author is deemed inconsistent with the content of the manuscript, the Editor-in-Chief may adjust the subject area or change the Handling Editor based on the manuscript content.
8. If a manuscript written in a foreign language is unclear in context or difficult to interpret, the Editorial Board or reviewers may request the author to revise the manuscript or recommend resubmission in Korean.
9. Reviewer decisions shall be handled in accordance with the following provisions.
(1) If all reviewers judge a manuscript as “Accept” in the initial review, it shall be processed as “Accept.”
(2) If all reviewers judge a manuscript as either “Accept” or “Accept after Revision” in the initial review, and at least one reviewer judges it as “Accept after Revision,” it shall be processed as “Accept after Revision.”
(3) If at least one reviewer judges a manuscript as “Re-review after Revision” in the initial review, it shall, in principle, be processed as “Re-review after Revision.”
(4) If some reviewers judge a manuscript as “Reject” in the initial review and other reviewers judge it as “Accept,” “Accept after Revision,” or “Re-review after Revision,” it shall, in principle, be processed as “Re-review after Revision.”
(5) If all reviewers judge a manuscript as “Reject” in the initial review, it shall, in principle, be processed as “Reject.”
(6) A reviewer who has provided an opinion of “Re-review after Revision” or “Reject” shall, in principle, also participate in the re-review of the manuscript.
(7) The decision criteria set forth in Paragraphs (1) through (5) shall apply mutatis mutandis to the results of re-review.
(8) If, after re-review, at least one reviewer maintains an opinion of “Reject,” or if reviewer decisions conflict and it remains unclear whether the manuscript should be accepted, the Editor-in-Chief may appoint an additional reviewer.
(9) If an additional review is conducted, the existing review results and the additional review result shall be considered comprehensively. If opinions in favor of publication and opinions of rejection conflict, the Handling Editor shall present a recommended decision and comments by comprehensively considering the validity of each reviewer’s opinion.
(10) If it remains unclear whether the manuscript should be accepted even after an additional review, the Editorial Board shall deliberate and decide whether to accept the manuscript. If a decision is still difficult, the Editor-in-Chief shall decide whether to accept the manuscript.
10. Unless there is a special reason, the Editor-in-Chief shall make the final decision on whether a submitted manuscript is accepted for publication in accordance with the following procedure.
(1) After the manuscript review, the Handling Editor shall synthesize the review reports and submit a recommended decision and comments to the Editor-in-Chief.
(2) The Editor-in-Chief shall review the Handling Editor’s recommended decision and comments and make the final decision on whether the submitted manuscript is accepted for publication.
However, if the Editor-in-Chief or the Handling Editor is an author, co-author, or has a conflict of interest that may affect the fairness of the review, that person shall be excluded from the review and decision-making process for the manuscript. If the Handling Editor has a conflict of interest, the Editor-in-Chief shall delegate the review management and recommended decision for the manuscript to an editor without a conflict of interest. If the Editor-in-Chief has a conflict of interest, the Handling Editor without a conflict of interest shall act on behalf of the Editor-in-Chief in making the final decision on whether the manuscript is accepted for publication.
11. A reviewer shall, in principle, submit the review decision and comments through the Society’s online manuscript submission and review system within 14 days for an initial regular review and within 7 days for an initial expedited review from the date on which the reviewer receives the manuscript after accepting the review invitation. For re-review, both regular and expedited reviews shall, in principle, be completed within 7 days from the date on which the reviewer receives the manuscript, and the review decision and comments shall be submitted accordingly.
12. If a reviewer does not complete the review within 30 days from the date on which the reviewer is invited to review the manuscript, the review request may be canceled.
13. The Society shall notify the author of the review result within one week from the date on which the reviewer’s comments are received and shall request revision or supplementation as necessary.
14. When the review of a manuscript is completed, the Society shall notify the author of the relevant matters within one week from the date of completion of the review.
15. Reviewers may be paid a prescribed review fee as determined by the Society.
16. If the review process for a manuscript is not completed within one year from the date of initial receipt, the Editorial Board may determine whether to continue the review process for the manuscript.
17. Matters not provided for in these Guidelines shall be decided by the Editorial Board.
