Research for Pre-Feasibility Study of E&P Project 자원개발사업 대상 예비타당성조사 항목에 대한 연구

Abstract

This study clarified discussion points and the suitability of some evaluation items for the pre-feasibility study of an E&P project. And necessary consideration factors were also derived considering both equality with the other projects and specificity of E&P project. This review will support the organization of a proper evaluation system and the implementation of a pre-feasibility study system for increasing the E&P project‘s efficiency. By considering a governmental financial management and the financial soundness of a state-owned company, we discuss the use of the pre-feasibility study as a supplement system to improve the efficiency of the E&P project.

본 논문에서는 자원개발사업을 대상으로 하는 예비타당성조사의 평가항목들을 살펴서 조사 항목들의 적합성을 살폈다. 그리고 다른 사업과의 형평성 및 자원개발사업의 특수성을 동시에 고려할 수 있도록 자원개발사업에 대한 예비타당성조사의 항목에 고려해야 하는 사항들을 도출하였다. 이는 자원개발사업에 대한 적합한 평가 체계를 만들도록 하며, 예비타당성조사 제도가 자원개발사업의 효율성을 향상시키는 보완수단으로서 기능할 수 있도록 한다. 더하여 재정운용 하에서, 그리고 공기업의 재무건전성 하에서 자원개발사업이 효율적으로 수행되도록 하는 보완수단으로써 예비타당성조사의 역할을 제시한다.
