The keys to success in obtaining the place for rad-waste management facility should be to minimize the resistance and to elicit the consensus within the candidate regions by democratic procedures, while getting rid of the vague concerns about rad-waste\\\\\\\'s dangerousness and showing the blue print for regional development as incentive for providing the place for the facility. To this end, the Korean Government has established referendum by which the people themselves in the candidate regions will decide whether to apply for the facility, and furthermore has institutionally made sure that the people should participate in the process of site investigation and operation of the facility, if a place has to be selected for the facility, thereby making public the safety issue. In addition, the Government is in the middle of enacting the Bill to provide various economic supports to the regions in which the facility will be built. The Government will also pay attention to the various voices from and seriously talk with many NGOs, and other relevant people and organizations, thereby eliciting the social consensus, not only the consensus in the regions at issue.
