Review of Standards for Mineral Resources and Reserves Estimation in Korea 국내 광량 평가 기준에 대한 고찰

Abstract

In Korea, even though the standards for mineral resources and reserves estimation were established through the Korean Industrial Standards, terminology confusion is increasing due to revision of the laws and establishment of new standards by the government. In this study, the existing Korean standards for mineral resources and reserves estimation were reviewed and compared with international standards. Based on these reviews, the situation in Korea and international standards, a terminology system was proposed. Notation and evaluation criterion for mineral resources and reserves should be established carefully according to a legal standards, because they are not just technical terms but also criteria for legal decisions. Thus, it is necessary for the government, industry, and academia to discuss the standard system in more depth.

국내에서는 광물의 양을 가리키는 광량을 표기하고 평가하기 위한 기준이 한국산업표준으로 제정되어 있음에도 불구하고, 여러 차례의 법 개정과 정부 주도로 이루어진 신 기준 제정으로 관련 용어의 혼란이 가중되고 있는 상황이다. 이 연구에서는 국내 광량 관련 용어의 표준화를 위해 기존의 국내 광량 평가 기준을 검토하고, 해외 기준과 비교하였다. 이러한 검토와 국내 용어 사용 환경, 국제 기준 등을 고려하여 광량을 매장량(또는 자원량)과 가채매장량의 용어로 사용할 것을 제안하였다. 광량의 표기와 평가 기준은 단지 기술적 용어로서의 의미를 가질 뿐만 아니라 법률에 따른 여러 판단의 기준이 되므로 법적 근거 하에 신중하게 결정되어야 한다. 이를 위해 향후 정부, 업계, 학계가 모여 보다 심도 깊은 논의를 통해 표준 체계를 확정할 것을 제안한다.
