Abstract
This paper collected severe accidents of coal and natural gas development and production processduring 2000 to 2010. The accident with over 10 death tolls is defined as severe accident by internationalorganization. Review results showed that there was 34 accidents in coal and 10 accidents in natural gas during2000∼2010. The dead is 95% of coal development and production process accidents was caused by methanegas explosion and many of natural gas development and production process accidents was caused by pipelineexplosion. The dead are 78 people/accident in coal development and production process and 64 people/accidentin natural gas development and production process. Major coal development and production process accidentsand natural gas development and production process accidents happened in China and Nigeria respectively. Thoseaccidents in development and production process happened frequently in underdeveloped countries and so doesin the dead per accidents.
본 논문은 석탄과 가스의 개발생산과정을 대상으로 2000년∼2010년에 해외에서 발생한 심각한 사고를조사하여 정리하였다. 사고 선택을 위하여 해외주요기관들의 심각한 사고(severe accident)의 정의를 조사하였고,사망자 10명 이상의 사고를 조사대상으로 하였다. 조사결과에 따르면 이 기간에 석탄사고는 34건, 천연가스사고는 10건이었다. 이 기간에 발생한 석탄사고의 95% 이상은 메탄가스가 축적되어 폭발하는 경우이며, 천연가스에서는 파이프라인의 폭발사고가 많이 발생하였다. 사고당 사망자 수를 보면 석탄은 78명/건, 천연가스는 64명/건이었다. 석탄과 가스의 개발생산단계에서의 사고에서 석탄의 경우에 사망자수가 더 많았고, 석탄의 개발생산단계사고는 중국에서, 가스의 개발생산단계사고는 나이지리아에서의 발생빈도가 높았다. 석탄 개발생산단계에서의 사고와 천연가스 개발생산단계에서의 사고가 발생하는 지역은 후진국이 더 많으며, 사고당 사망자 수도 후진국에서 더 높게 나타난다.
