As the one of the ways to secure the resources supply, the Korean government has promoted the overseas resources development policy from the 1970’s. In consequence of this policy, the Korean companies have invested a total of 34billion USD(469 Projects) until 2010. However, the share of resources supply through the overseas resources development project still keeps a low level. For example, the share of oil supply from the overseas direct investment project was only 7.4% in 2010, and that of natural gas was 21.8% in the same year. Recently, being increased the price of natural resources, the Korean government has tried to establish the 4th national program for overseas resources development(2010-2019) in last December. In this program, strategic minerals(oil, natural gas, coal, uranium etc.) and the target of overseas resources development were decided, and the various action plans to realize the objects was proposed.
자원의 안정적 확보를 위한 수단으로서, 한국 정부는 1970년대부터 해외자원개발 촉진을 위한 정책을 추진하여 왔다. 이러한 정책 방향에 맞추어 한국의 자원개발기업들은 2010년 까지 총 469개의 해외자원개발 사업을 추진하여왔고, 투자액은 약 340억 달러에 이르고 있다. 이러한 투자 규모에도 불구하고 해외자원개발을 통한 자원공급여력은 여전히 매우 낮은 수준으로, 2010년 기준 석유의 총 수입량 대비 해외직접개발투자를 통한 공급 역량은 7.4%, 천연가스의 경우 21.8%에 불과한 수준이다. 최근 천연자원의 가격 강세가 유지됨에 따라, 한국 정부는 2010년 12월 제4차 해외자원개발기본계획(2010-2019)을 수립 공표한 바 있다. 본 계획에서는 8대 전략광종(석유, 천연가스, 석탄, 우라늄, 철광, 동광, 아연광, 니켈)의 선정과 이들 전략광종에 대한 자주개발목표를 설정하였으며, 이를 위한 다양한 추진 계획들을 명시하고 있다.
