Abstract
Development of deep sea manganese nodules is suggested as an alternative to overcome the exhaustion of land mineral resources and the stable supply of mineral resources for a long term. Korea was exclusively approved to develop 75,000㎢ area of Clarion-Clipperton Fracture Zone, south-east of Hawaii in August, 2002. 'Development project for deep sea mineral resources' was decided and has been promoted by National Science and Technology Council(NSTC). In 2008, off-shore integral mining tests will be performed by joint research development between Korea Institute of Geoscience and Mineral Resources(KIGAM) and Korea Ocean Research & Development Institute(KORDI) with the aim of the commercial production of three million tons per year after 2010. The project is expected to establish Korea as an advanced ocean technology country to lead the Pacific Rim Era of twenty first century and serve as a stepping-stone for the assurance of diplomatic sovereignty as well as the supply of secure strategic metals for a long term.
육상광물자원의 고갈에 대처하고 광물자원의 장기·안정적인 확보를 위해 심해저에 부존하는 망간단괴는 이를 극복할 수 있는 대안으로 제시되고 있다. 심해저 망간단괴를 개발하기 위해 우리나라는 2002년 8월에 하와이 동남쪽에 위치하는 클라리온-클리퍼톤 균열대 지역에 75,000 km2의 배타적 개발광구를 승인받았으며, 이를 개발하기 위한 심해저 광물자원 개발사업이 국가과학기술위원회 의결에 따라 추진되고 있다. 우리나라는 2010년 이후 연산 300만톤의 상업생산을 목표로 한국지질자원연구원과 한국해양연구원이 공동연구개발을 통해 2008년 근해역 통합 채광시험을 수행할 예정이다. 본 사업은 전략금속의 장기·안정적인 확보는 물론 21세기 환태평양시대를 선도할 해양선진국으로서의 위상을 정립하고 외교적 주권을 확보할 수 있는 발판을 제공할 것으로 기대한다.
