As the electrification project for islands of more than ten households and remote places of more than five households has been completed by the end of 2006, the necessity of electrification of small islands of less than ten households which are around 43 islands nation-wide and remote places is mentioned and raised. Currently those places have been electrified by the law of electricity supply promotion project for farming and fishing area. To accomplish the universal supply of the electricity to small islands and remote areas, this study has been searching for the methods of minimization of social and economic costs. Compatibility of diesel type which most of the islands have chosen to supply electricity and new and renewable energy such as photo voltaic and wind power was studied and later the direction of electrification policy for small islands and remote areas was suggested.
현행 농어촌전화촉진법에 의한 10호 이상 도서지역과 5호 이상 벽지지역에 대한 전화사업이 2006년 말 까지 완료됨에 따라 전국적으로 43개에 달하는 10호미만 미전화유인도서 및 벽지지역에 대한 전화사업의 필요성이 제기되었다. 본 연구에서는 10호미만 도서지역의 전화사업을 위하여 도서전화사업의 기본취지인 전력정책의 보편공급목표를 달성하면서 사회적, 경제적비용을 최소화할 수 있는 방법을 찾아보았다. 또한, 대부분의 도서지역이 채택하고 있는 기존의 디젤방식과 최근 활발한 보급이 이루어지고 있는 태양광, 풍력 등 신재생에너지에 의한 발전방식의 도서지역 적용여부를 검토하고 도서벽지지역에 대한 효율적인 정책방안을 제시하였다.
