In Korea, Government loan system to support overseas resources development projects was established in 1984 in order to initiate the development activities of private/public companies. Resource developing companies are obliged to payback the principal and the interest when they succeed in their resource business according to the system. Recently, various point of view is increasing regarding the feasibility and effectiveness of the system. In order to fully examine and discuss the feasibility and the fair range of government loan, the research for each of topics including payback rate, success ratio, variation of royalty rate as to each project type and oil price is carried out and briefly mentioned in this article. Korean government is required to continue and reinforce this system to further promote the exploration works of E&P companies and to achieve the policy goal of ‘independence ratio of natural resources’.
성공불융자제도란 우리 기업이 해외에서 자원탐사사업에 참여할 경우 심의를 통하여 탐사자금의 일부를 융자지원하고 실패할 경우 융자금을 감면해주되 성공할 경우 원리금상환과 더불어 특별부담금을 징수하는 제도로서, 최근 자원개발사업에 대한 자원자금의 수요가 크게 증대하고 있어 유전개발부문의 융자재원이 지속적으로 확대되었으나 그 성과의 지표가 되는 자주개발율은 크게 증가되지 못하여, 이 제도의 실효성에 대한 우려와 함께 실패할 경우 융자금을 감면해준다는 이유 때문에 도덕적 해이에 대한 기우가 증폭되고 있으며 지속적인 재원마련의 방안에 대한 재검토와 특별부담금의 징수규모에 대한 논란이 지속되고 있다. 본 연구에서는 석유･가스를 포함한 전략광물의 자주개발율 제고를 위하여 시행되고 있는 성공불융자제도의 필요성을 규명하고, 시행이후 지원한 융자금의 회수실적과 성공불융자금 지원사업의 성공률 등을 분석하여 동 제도의 적정성을 검증하였으며, 특별부담금 징수제도에 대해 제정취지 및 배경, 산식의 도출과정 등을 검토 분석하고, 현행 특별부담금 징수규모의 적정성을 검토함으로써 합리적이고 적정한 특별부담금 징수규모를 도출하였다. 이러한 연구 결과는 성공불융자제도의 필요성과 적정성을 검증함으로써 사회적 인식을 개선하고, 자원개발사업 수요에 효과적인 지원을 지속가능케 함으로써 자원개발사업의 활성화와 장기적으로 자주개발율을 제고하는 효과를 기대할 수 있을 것이며, 향후 자원개발사업자금에 대한 융자고시 개정의 근거자료로 활용될 수 있을 것으로 기대된다.
