Investment participation and E&P (exploration and production) for the overseas resources development projects can be one way of improving energy security in Korea. In order to achieve successful resource E&P projects in oversea, the capacity of resource E&P companies in Korea should be increased accordingly. The areas to be enhanced include the capability of geological information analysis about resource producing countries, advanced E&P technologies, and high-quality human resources. The purpose of this study is to propose seven support programs to improve the capacity of E&P companies for resource E&P in oversea. In addition, this study identifies three organizations responsible for administrating promotion programs such as ‘Energy & Mineral Resources Development Association of Korea’, ‘Petroleum Development Institute’, and ‘Resources Development Promotion Center’. While these three independent organizations are specialized on dissimilar areas, respectively, they complement each other in terms of maximizing the effect of proposed support programs.
우리나라와 같이 부존자원이 부족한 나라의 경우에 해외자원개발은 에너지안보를 강화하는 방법의 하나이다. 에너지안보를 강화하기 위해서 실시하는 해외자원개발사업을 성공적 수행하려면 해외자원개발기업의 역량이 강화되어야 한다. 해외자원개발기업의 역량은 자원보유국 지질 및 정보 분석 능력, 기술력, 전문인력의 확보를 통해 갖출 수 있다. 본 논문은 후발주자로 세계자원개발산업에 진입하려는 민간부문의 해외자원개발기업들의 경쟁력을 강화하기 위해 필요한 정부의 지원정책 및 추진체계를 구축하는 것을 목적으로 한다. 본 논문은 해외자원개발기업을 지원하기 위해서 필요한 7가지의 프로그램을 제시하였고, 이 프로그램들을 전문적 및 효율적으로 수행할 기관들로서 “해외자원개발협회”, “석유개발연구소”, “자원개발지원센터” 등 3개 기관의 설립을 제안하였다. 그리고 민간기업에 대한 지원 효과를 극대화하기 위해서 각 기관이 수행할 기업 지원의 기능과 특성, 단계별 추진 방안들을 제안하였다.
