We analyze the effectiveness of the success repayable loan system for resource exploration projects by applying the asymmetric information theory. Korean government formulated the success repayable loan system to support firms which participate in overseas resource exploration projects. Firms which benefitted from this loan system should repay the additional payment besides their loan when the results of their projects are successful, but receive exemption from paying the loan when their projects end in failure. This study classifies three cases with asymmetric information such as hidden knowledge and hidden action which might be possible under the success repayable loan system. Then, by applying a principal-agent problem, we try to draw the optimal contract forms under these situations. The results show that the optimal contracts formed under three cases with asymmetric information are very similar to those of the success repayable loan system. That is, we can conclude that we prove the effectiveness of the success repayable loan system for overseas resource exploration projects with asymmetric information.
본 연구는 비대칭정보 이론을 적용하여 해외자원개발사업에의 민간기업의 참여를 확대하기 위한 성공불융자제도가 효율적인 형태로 설계되었는지 분석하였다. 성공불융자제도는 탐사사업 및 투자위험보증사업에 대하여 정부가 민간기업에게 사업자금의 일정분을 지원해주는 제도인데, 사업 실패 시 융자원리금을 감면하되 사업 성공 시 융자금에 추가로 특별부담금을 징수하는 방식으로 운영된다. 본 연구에서는 성공불융자에서 세 가지 비대칭정보의 상황을 상정하고, 이에 주인-대리인의 문제를 적용하여 최적계약의 형태를 도출하였다. 비대칭정보의 상황에 주인-대리인의 문제를 적용하면 감추어진 정보로 인한 역선택 및 감추어진 행동으로 인한 도덕적 해이의 비효율성을 극복하는 최적계약(optimal contract)의 형태를 도출할 수 있다. 분석결과, 세 가지 비대칭정보의 상황에서의 최적계약이 모두 성공불융자제도 하에서와 유사한 형태로 분석되어 성공불융자제도의 효율성을 보였다.
