Abstract

Using Tobit model, this study analyzes the effectiveness of Success Repayable Loan System from 1981 to 2008. Success Repayable Loan System is one of the overseas resources development projects in terms of securing resources in the long run. In order to estimate whether the system meets the purpose of the project, this study used variables such as the number of businesses and enterprises that participated in the overseas resource exploration and development instead of the success rate of the loan and the amount of secured resource reserves. As the result of the Tobit model analysis, this study shows that the amount of the loan and the ratio of the loan among the total investment have a positive impact on the increase of the number of businesses and enterprises that participate in the resource development and exploration. In conclusion, this study confirms that the Success Repayable Loan System fits the objectives of the system.

본 논문은 우리나라가 1981년부터 2008년까지 실시한 성공불융자의 실적을 대상으로 Tobit 모형을 이용하여 성공불융자제도의 효과성을 실증분석하였다. 성공불융자는 우리나라가 장기적이고 안정적으로 자원을 확보하기 위하여, 해외자원개발사업의 일환으로 시행한 융자제도이다. 본 논문은 분석대상을 해외석유개발사업에 한정하여 해외자원개발사업의 융자 효과성을 분석하였으며, 탐사참여기업수와 탐사참여사업수처럼 원활한 사업 추진의 기여도를 평가할 수 있는 변수들을 사용하였다. 이 변수에 대하여 Tobit 모형을 이용하여 분석한 결과에 따르면, 성공불융자의 규모와 총투자액에 대한 성공불융자의 비중이 탐사참여기업수, 탐사참여사업수를 증가시키는 것으로 나타났다. 성공불융자제도는 제도의 본래 목적인 민간기업의 해외자원개발탐사에 대한 참여를 유인하여 해외자원개발사업의 조성에 부합한다고 평가할 수 있다.
