Securing energy as a production factor is an important policy goal for countries that pursue continuous economic growth. The government of Korea also promotes oversea resources development to strengthen their energy security through expanding their energy resource. In this paper, the externalities of resource development are suggested as a theoretical basis for government intervention and support of overseas resource development. France and Germany are introduced as examples of government directly intervening in overseas resource development. This study examines French and German political support of overseas resource development and how firms grow through those supports. This analysis indicates that Government support on resource E&P companies should consider various types and durations based on the externalities of resources development and the characteristics of the E&P business. Such ways of support will not only increase the probability of success for Korean E&P companies, but will also contribute to the energy security of the nation.
에너지를 확보하는 것은 한 나라의 경제발전에 필요한 생산요소를 확보하는 것이므로 지속적인 경제성장을 목표로 하는 국가에게 중요한 정책 목표이다. 우리나라도 에너지를 확보하여 에너지안보를 강화하겠다는 정책 의지 하에서 해외자원개발을 추진하고 있다. 이에 본 연구에서는 해외자원개발에 정부가 개입하고 지원해야 하는 이론적 근거로서 자원개발의 외부효과를 제시하였다. 그리고 정부가 직접적으로 자원개발기업을 지원하였던 사례로서 프랑스와 독일을 선택하여 각 국의 지원정책의 내용과 정부의 지원정책으로 국영석유기업이 성장한 과정을 조사하여 분석하였다. 자원개발이 갖는 외부효과, 장기간을 필요로 하는 개발사업의 특성, 프랑스와 독일의 지원 사례를 감안할 때 정부의 자원개발기업에 대한 지원정책에는 보다 다양한 형태와 기간을 고려할 수 있다. 이러한 다양한 지원 형태를 통해 국내 자원개발기업들이 상업적 성과를 거두면서, 동시에 국가의 에너지안보에도 기여할 수 있을 것이다.
