As the one of the ways to secure the resources supply, the Korean government has promoted the overseas resources development policy from the 1970’s. In consequence of this policy, the Korean companies have invested a total of $10.4billion (369 Projects) until 2006 years. However, the share of resources supply through the overseas resources development project still keeps a low level. For example, the share of oil supply from the overseas direct investment project was only 2.8% in 2006, and that of natural gas was 4.5% in the same year. Recently, being increased the price of natural resources, the Korean government has tried to establish the 3rd national program for overseas resources development (2007-2016) in last August. In this program, strategic minerals (oil, natural gas, coal, uranium etc.) and the target of overseas resources development were decided, and the various action plans to realize the objects was proposed.
한국은 에너지자원의 97%를, 금속광물자원의 99%를 수입에 의존하고 있어 세계 자원 수급 및 시장 변동에 매우 취약한 경제구조를 갖고 있다. 이러한 이유로 정부는 해외자원개발 진흥을 위한 국가 기본계획을 수립하여 정책적 지원을 시행하고 있다. 한국의 해외자원개발 투자는 1977년 처음 시작되어 최근 투자규모가 크게 증가하고 있으나 국내 수요 규모와 비교하여 여전히 미미한 수준에 그치고 있다. 정부는 ’07년 8월 <제3차 해외자원개발 기본계획> 수립을 통해 해외자원 자주개발 목표를 상향 조정하였으며, 이를 실현하기 위한 추진 과제로 범정부적인 해외자원개발 정책수립 추진체계의 개선, 자원개발 전문기업의 육성, 자원외교의 강화, 전략적 자원개발 추진체계 마련 및 기업지원을 위한 자금, 전문인력, 기술개발, 정보지원 강화 전략을 수립하여 이를 추진토록 하였다. 이들 정책들이 성공적으로 시행될 경우 석유･가스의 자주개발율은 3.2%(’06년)에서 28%(’16년)로, 6대 광물자원의 자주개발율은 16.6%(’06년)에서 38%(’16년)로 증가하여 국제 자원위기에 대한 대응 능력과 국가 자원 안보가 크게 개선될 것으로 기대된다.
