During the era of high price of oil and mineral, stable security of energy and mineral resources is very important for Korea, which imports most energy and mineral resources from foreign country. However, domestic human resources in the international energy․mineral resource development are significantly insufficient to meet the demand because of the least investment in the education and R&D for the past 20 years. Thus, the government made short-, midterm-, and long-term plans for human resources cultivation in oil & mineral development through several meetings of the advisory council on energy. In this study, the status of the Academy of resource development, which is already operated for cultivating human resources in oil and mineral development, is examined. In addition, we present the detailed plan for launching the specialized university for resource development and suggest the establishment of the special graduate program for resource development and the infrastructure for cultivating human resources in oil and mineral development.
고유가와 자원가격의 급상승 시대를 맞이하여 에너지․자원의 대부분을 수입에 의존하고 있는 우리나라는 안정적 에너지･자원의 확보가 매우 중요하다. 하지만 국내의 해외에너지･자원개발 분야의 가용 전문기술인력은 지난 20년간 최소수준의 교육투자 및 R&D 투자로 인하여 수요에 비해 턱없이 부족한 실정이다. 이에 정부에서는 몇 차례에 걸친 국가에너지자문회의를 통해 자원개발 전문인력 양성을 위한 단기 및 중･장기안을 마련하였다. 본 논문에서는 자원개발 전문인력 양성을 위하여 이미 실행 중인 자원개발아카데미의 현황을 살펴보고 자원개발특성화대학 선정제도 도입을 위한 세부추진방안을 기획하며, 자원개발전문대학원 수립 방안 및 인력양성 인프라 구축을 위한 세부 실행 방안을 검토하였다.
