A considerable amount of cost and manpower is invested to restore contaminated soils in the developed countries such as U.S.A., while Korean environmental policy is still focused on remediation of water and air. To prevent primary contamination and secondary dispersion of contaminants in soils, it is required to establish the effective management of pollution sources and the system of evaluation and remediation of contaminated soils. Since crop products from the contaminated soils in the vicinity of abandoned metal mines may pose hazards to health and life of people, the Ministry of Environment recently provides policies to manage the effects of such contamination on nearby residents in addition to the restoration of contaminated soils. Status and new improvement of management policy by the Minstry of Environment for contaminated soil environment are introduced in this review, including recent “Integrated Management Program for Soils in the Vicinity of Abandoned Metal Mines”.
과거 선진국의 환경오염방지에 대한 관심은 현재의 우리나라와 같이 물과 공기의 정화에 주안점을 두었고 토양오염은 간과하였으나, 오늘날 미국을 비롯한 선진국에서는 오염된 토양을 복원 재생하는데 막대한 재원과 인력을 투입하고 있다. 오염된 토양은 원상회복에 막대한 비용과 시간이 소모되므로, 토양은 오염의 사전 예방과 추가적인 오염 확산의 방지가 무엇보다 중요하며 이를 위해서는 효과적인 오염원관리 및 오염토양조사․정화시스템을 구축해 나가야 한다. 특히 현재 폐금속 광산 주변의 토양오염 범위가 농경지, 하천수, 지하수 등뿐만 아니라 오염된 토양에서 생산된 농작물에 의한 2차 오염에 의해 주민들의 건강까지 위협할 수 있다는 가능성에 관심이 증가하고 있어 환경부에서는 예전의 오염토양 복원정책 뿐만 아니라 주민에 대한 영향을 관리할 수 있는 정책적 대안까지도 마련하고 있다. 본문에서는 환경부에서 수행하고 있는 국내 토양환경관리정책 현황과 금년도에 추진중인 제도적 개선 방향을 설명하고, 최근 환경부에서 수립한 “폐금속광산 주변 토양관리 종합계획”에 대해 소개하고자 하였다.
